Progress: Healthy Family Functioning
A-TCAA
Family Learning Centers
Amador-Tuolumne Community Action
Agency will receive up to $421,949 over a
four year period (FY 07-08 through FY
10-11) to operate two Family
Learning Centers in Sonora and in Tuolumne where parents of young children can
come daily to improve their skills in parenting, literacy, job skills, and
healthy living skills, and can be supported in their efforts with infant and
toddler care and transportation. This
project works in close cooperation and with shared resources from Columbia
College, Tuolumne County Social Services Department,
Kings View Behavioral Health, Sonora Community Hospital,
Summerville Elementary School, and a variety of other community agencies.
The Commission has provided partial funding for this program since
FY 01-02.
Infant Child Enrichment Services (ICES) Raising Healthy
Families
ICES
will receive up to $478,957 over a four year period (FY 07-08 through FY
10-11) to provide home visiting services and parenting instruction to families
who have been identified as at risk of child abuse, expanding these services to
more families in the community. The home visiting program also serves
families whose children are enrolled in School Readiness FIRST 5 Friendship
School, providing in-home instruction to parents on behavioral modification
strategies. The program will also provide a number of age-specific
parenting classes to parents with young children throughout Tuolumne
County. This
project operates as part of the Caring Connections Collaborative. The
Commission has provided partial funding for this program since FY 01-02.
YES
Partnership
The
YES Partnership was awarded a $15,000 media grant to be used over a 3 year
period period (FY 05-06 - FY 07-08) to support staffing for monthly publication
of the Family Page in the
Union Democrat. The Commission
awarded funds to the Partnership in FYs 00-01 through 04-05 for collaborative
activities and Family Page support.
A-TCAA Shelter Case Management
A-TCAA was awarded up to $25,000 over a three year period (FY
06-07 through FY 08-09) to
fund a part-time outreach worker to provide intensive case management to
families with young children residing at the Transitional Shelter and the
Emergency Shelter. The program was also awarded $25,000 to fund renovation
elements of the Tuolumne Transitional Shelter to promote child safety, as part
of a matching capital grant project.
The Commission has provided partial funding for this program since FY 03-04.
First 5 AmeriCorps Project
AmeriCorps positions in Tuolumne County (FY 05-06 through
December 2009) are partially supported with First 5 funds, through a
regional agreement with First 5 Amador County. Currently the Commission
supports AmeriCorps positions at community agencies which
serve families with young children in Tuolumne County (A-TCAA Family Learning
Center and Resource Center, A-TCAA Shelter, Jamestown Family Resource Center,
Tuolumne Co. Supt. of Schools - Smile Keepers). This program will
build the capacity of these local agencies to provide services to families with young
children, and is jointly funded through California Service Corps, Prevent Child
Abuse California,
and participating agencies.
Kings View Behavioral Health
Kings View was awarded up to $7,7771 for FY 07-08 to provide intensive
behavioral health services to young children. First 5 funds will be
leveraged against federal MediCal funds for this program. The
Commission has provided partial funding for these services since FY 01-02.

Smile Keepers Early Dental Prevention and
Treatment
Smile Keepers, operated by the Tuolumne Co. Office of Education
was awarded $87,105 over a four year period (FYs
07-08 through FY 10-11) to provide dental screenings, cleaning and fluoride/varnish treatments to
preschool children, and to provide dental education classes to expectant
parents or parents with children ages 0-5.
The Commission has provided funding for this program since FY 01-02.
Dental Help Fund
The Commission will provide up to $10,000 during the current
fiscal year to provide crisis dental care to young
children whose families are uninsured or underinsured.
The Commission has provided funding for this fund since FY 03-04.
Healthy Start Enrollment
Jamestown Family Resource Center and the A-TCAA Family Learning
Centers have teamed up to provide Healthy Start Insurance Outreach (to promote
enrollment and retention) to families with young children in Tuolumne
County. The two agencies were awarded a combined $48,215 for 2007.
Tuolumne Co. Public Health - RIDE Immunization Registry
Tuolumne Co. Dept. of Public Health was awarded up to $17,947
for 2007 to assist seven local medical provider offices to access and enter
up-to-date immunization records in the registry; to train office staff in
RIDE data entry to sustain on-going immunization records; and to train staff to
use the registry's recall system
to
alert parents and caregivers of vaccinations due.
Tuolumne Co. Public Health - Parent Nurse Partnership
Tuolumne Co. Dept. of Public Health was awarded up to $34,778
through FY 08-09 for a half-time public health nurse to provide home visits to
at-risk pregnant women, newborns, and young children. First 5 funds are
matched with federal Targeted Case Management funds at a 1:1 ratio.

ICES
CARES Project
Infant Child Enrichment Services will receive up to $186,645 over a three-year
period (FYs 05-06 through FY 07-08) to administer a Child Care Provider Retention program designed to provide
stipends to local child care providers who meet certain eligibility criteria of
training and retention in the child care field.
The award is matched at a
rate of 50% by State Commission funds, enhancing the local funds (a 1:2 match).
Partners in the project include Columbia College, Tuolumne County Family
Child Care Support Group, Mother Lode Association for the Education of Young
Children, Tuolumne County Local Child Care Planning Council, and the Mother Lode
Child Development Quality Consortia.
The Commission has provided funding for this program since FY 01-02.Born To Read:
The
Tuolumne County Library will receive $4,457 to distribute children's books at
community locations where young children are served. The Commission has
provided some level of funding to this program since FY 01-02.
ECE Provider Grants:
Sonora Parent Nursery School received
up to $893 for the purchase of toddler toys and parent education books.
Family Child Care providers receive up to $1,000 for specific safety
improvements to their family child care homes.
Columbia College Child Development Center:
The Yosemite
Community College District received $50,000 as a matching capital grant to
dedicate, in FY 07-08, to site preparation activities for the new
Columbia College Child Development Center, which will increase the capacity for
quality licensed child care slots, and for workforce development in the ECE
field.

Grants in Progress:
School Readiness
The Tuolumne County Superintendent of
Schools Office receives funds (up to $383,850 over a four year period) to administer the Transitions Program, a key new service in the
School Readiness Initiative. Activities will include Child Find
Screenings in a variety of locations, identification of children who at risk
of leaving preschool and kindergarten settings because of behavioral problems,
enrollment of highest risk children in a short-term therapeutic
"Friendship School", and assisted transition back into a classroom setting.
Additional activities included on-site consultation for preschool and
kindergarten teachers, joint training opportunities, and distribution of preschool curriculum at home
visits or other programs that serve families. The local
Commission funds are matched by FIRST 5 California funds at a ratio of 1:1.
The Commission has provided funding for this program since FY 03-04.
