EMERGENCY REPAYABLE GRANT PROGRAM FOR FY 10-11

The Commission has established an Emergency Repayable Grant Program for FY 10-11.  This program shall be implemented only on an as-needed basis, for agencies that serve the First 5 target audience and that have experienced a delay in fund disbursal from the State of California, due to the delay in approval of the California budget.   Up to $300,000 has been set aside for this purpose.   Key elements of the loan program are:

Repayable Grants shall only be available to programs that serve the First 5 target audience with services consistent with the First 5 Tuolumne Strategic Plan (in the areas of family functioning, early development, and health) and who depend on State of California funds for operations, and whose ability to continue operations is measurably threatened by a delay in the signing of the State budget.

Repayable Grants shall be interest free, and will be due in full within a month of the date that the first reimbursement from the State of California is paid to the organization. 

Repayable Grants shall be awarded based on the agency’s need for cash flow to continue operations, and shall be disbursed on a month-to-month basis, once approved.

Repayable Grants shall be made only at the discretion and approval of the Commission. Criteria will include:  (1) that agencies demonstrate long term stability;  (2) that the programs being considered for assistance can provide evidence that there is a very high likelihood of a pending contract approval by the State of California for FY 10-11: (3) that agencies first access whatever lines of credit or reserve funds they have available to weather a delay in state reimbursement; and (4) that all money advanced will be for programs that serve the First 5 target recipients (children age 0-5, their caregivers, and/or pregnant women).
